Live scan is an inkless, electronic means of capturing fingerprints in a digitized format and then transmitting them to the requesting agency, without the need for traditional ink and paper fingerprinting.Live Scan submissions are the quickest way to submit fingerprints and obtain background check results to determine a subject's suitability for employment, obtain a license or travel abroad.
Each state determines separately how they process fingerprints and therefore all Live Scan systems are developed differently. Some states use exclusive Live Scan vendors for fingerprint submissions, some use man vendors to meet their needs and other sates don't use Live Scan technology at all.

What is the ORI#
(Originating Agency Identifier) The ORI# is provided by FDLE (Florida Department of Law Enforcement) and identifies the agency that is requesting and will receive the results of the Level 2 background check. i.e. Agency for Health Care Administration (AHCA), Department of Health (DOH), Department of Children and Families (DCF), Division of Business and Professional Regulation (DBPR). FDLE will NOT process a background check request without an ORI#. It is critical to have the correct, current ORI# assigned to the agency requesting your background check. If the individual requesting your background check does not know the correct ORI#, they should inquire and confirm with their state regulatory agency.
FBI Authorized Recipients (AR)
An Authorized Recipient (AR) is an entity, non-government or governmental, that is authorized by federal statute or federal executive order to receive fingerprint background check results on behalf of a prospective employee to determine their suitability for employment. AR entities that are issued an ORI (Originating Agency Identifier) number are entitled to outsource their fingerprint submissions through Approved FBI Channelers for more efficient processing.
Prior to engaging in the outsourcing of fingerprint submissions, the AR is required to request and receive written permission from the FBI Compact Officer. As of 2013, the Florida Department of Law Enforcement (FDLE) stopped accepting ink fingerprint card submissions for FL licensing, regardless of the applicant's state of residence. This change has made it difficult for out of state applicants to get accurate information and assistance with processing their FL license requests.

An Apostille (pronounced "ah-po-steel") is a French word meaning certification. Individuals who travel abroad to live, work or attend school, may be asked at some point to have documents Apostilled or Authenticated. An Apostille is a certification provided under the Hague Convention of 1961 for authenticating documents, such as an FBI Background Check, for use in foreign countries.
Simply put, an Apostille is a certificate issued by the Secretary of State that is attached to a document so that foreign countries will accept it as a valid and authentic document. A list of countries that requires Apostilles can be provided by the US State Department.
